The Tow (O-Tow tōhw to speak) are a minority group based in southeastern Ibabaw. Their development has been intertwined with the Rumzquze for thousands of years due to the proximity of the two groups.

The majority of the Tow who have not come into close contact with Rumzquze have settled in the southeastern coastal areas of Ibabaw, extending slightly inland along the Nōnāvkå River (O-Tow séhm-ōm Long Water). Originally consisting of temporary hunter-gatherer outposts, Tow villages have grown into more permanent settlements ranging from 100 people to over 1000.
Traditional Tow homes are little more than glorified earthen mounds.
